and welcome to starcase a ruevanar we are in starkey offices in baltimore maryland i'm sv goldberg and i have the supposed to be involved with the star k to my right is ramosa heinemann schlitte who is going to be giving this evening's a ruevanar as most of you know the rov has been involved with aravin besides for the halacha silkhusariven but in a very practical way in many of the communities that the participants denied come from i don't know how many dozens of cities the rav has visited and uh how many thousands of shilohs the rav has has answered on hilhis aravind and it's a big hust for us to have the rov in this form as far as we know this is the first time that technology modern technology has been harnessed in this way to bring together uh rabbanim khashoggi and air checkers from around the country in a way we'll be able to see to show you and see the questions as rav heinemann deals with them uh we we we had a very very large response to our uh to our uh uh our webinar many many uh dozens and dozens of people signed up uh even from europe people were were asking us about it but but because of the time difference uh they were not able to participate um we're going to assume now for the for the ruevanar that that the attendees know generally just arriving this is not a share in how to make an area of a community error from scratch we're dealing with specific shilohs that we've accumulated uh and these are our uh shilohs that uh are perplexing to the local rabonum local uh arab checkers and that's the gist of tonight's uh shear you can see on the lower left of your screen that there is a chat uh button and you can chat with us if you have a shiloh four of heinemann you can chat it uh to to the rov and we will uh we will be able to respond to it um it also the chat also translates so for some reason uh you'd rather have the chat in hebrew you can you can arrange that you can uh fiddle around with it until you can uh you can chat in hebrew as well um i want to thank revzevsteen also for arranging the webinar he's our tech and he's here tonight so without further ado we'll ask the rov to uh to begin with the first the first slide i just want to make sure everybody can hear us so if you can chat back is if you are hearing us and everything is running running running properly we would appreciate it okay so we have a number of people chatting with us that the volume is good and it does seem to be does seem to be working well so let's start with the first question of heinemann which is this question here and the yes okay uh that these uh photos of le chayam used to span the railroad bridge and uh this is the same picture close up and the ref can can address this is whether or not this is kosher everyone see the first picture again okay okay um good evening everyone if you're in america i'd um if you're not in america so good night or good morning wherever you may be the let me start by saying a general thing about a reuven a rubin have been a source of a lot of mahoikas and there are there are different opinions where it's a right thing to make an error but not the right thing uh we're going to put that aside we'll go with the old minute okay so that they used to make a reuven all over and the food says in a town to make sure that there's an arab in the town even the khazanesh who did not who told people not to carry in the era of he was the one who told them how to make the heiress and he said every jewish city has to have a neighbor but people carry by by mistake and some of this uh so that's a different story but we're going now that with the old minig that people used to carry in an air of and um but the the point is that an air should be made in such a way that if you can make an error it should be made in such a way that it should be kosher um according to uh the majority of opinions and not to be summoned um so just like in cassius um there are different opinions what is culture was not kosher tries to make a cashews which is kosher for everyone and um so without any shines the same thing with the european here it should be made in such a way that there should not be any shiners in the in the conscious of it now if the area broke and now you it's uh it's for the avid on shabbos that's different stories then you may have to be somewhere on um various cheetahs in order to um uh people should not get old so flush goods they don't know what to do on on shabbos there's a woman in the middle of the street with a baby carriage watch buses do it's freezing cold outside it's boiling hot outside or whatever maybe the baby has to be fed so the that's a different story but it should be holidays now here in front of us we have a tour surpassing over a railroad on my um the one left on the left side the seems to be the the karnataka bam this uh string that goes across seems to be going over the top now the one on the other side seems to be going on the side and since the aloha is that it has to be um on top the construct must be on top it would seem to be not kosher but but it's not so simple if we look at it more carefully so we see that the actual um that's called actually gets smaller towards the top and the rope goes around a place where it is thinner now there is a since the ball which is on the top of this pole is thinner than the is thinner than the uh pole itself and if this rope goes around the place where the pole comes out it juts out over here then it would be kasha if it's just an indentation in the pole but it continues the same with the same width on top then it would not be kosher it's not considered going on top but over here since it's smaller on the top it might be kosher if the place where it goes round is on if it if it goes in the place where the arrow is if it's uh it goes horizontally in and it's on that place it may be kosher so it's not so simple to say it's not coach the only way you could really know this uh from the ground it was very difficult to tell the only way you go if you deal with a cherry picker you go up over the ladder and go up and then actually see it otherwise it's not easy to tell in such a case you don't want someone some someone from some other city come along and since from the ground it didn't look like it was from the side you want someone come along and say this is not kosher what kind of armor is made this arab over here it doesn't know anything about iran so you try to stay away from these kind of situations because they're going to go back and say that it's not kosher and all your people would not in your city won't know is it coaches not kosher do i rely on my rabbi or the one who made it or do i not right so you want to make something that shouldn't really shouldn't be any question but if you if it can be seen from the ground then it's uh then there would there will be no problem one question we have is is is this sagging here is that okay okay so that's another issue about the sagging now since the ramos says that the gemara is konami khan konami khan vacant that's the suicide passover so they had a pole on one side a pole on the other side napoleon on the top but there are says you can make it with a string now it's virtually impossible that the skin that the the if you have a string across there should be um completely straight unless it is a there is a passage of maybe four feet but if it's anything a lot bigger it's going to sag somewhat the longer it is it has to sag um and um so for the akron say so you see from here that it can sack how much can it sag um it's as long as it doesn't sound a lot it is uh it's okay now when you want to check if it sags a lot or not it depends if you're looking at it the way we're looking at it now or if you look at it from the side if you look at it from like you continue from the from one pole to the other pole you go further out it looks much worse that way then if you look at it the way we're looking this is the way you're supposed to look at it this way it is this is kosher it's not uh the sangha is not a problem this isn't considered a normal sag and it's okay okay should we take the next question are we yes okay this we saw already i think can ruff see whether or not that's kosher okay so um this one maybe kosher is the same thing maybe yes maybe no now there's an interesting thing in the mishna brewer mr burroughs says he brings it to ferris israel and he says if this um if this piece of rope over here yes this is a rope if it would go over the top of the pole even after you tied around the sound of the side if then you put on top of the pole would be kosher um i'm not exactly sure um why it would be that way because really then the karnataka bam it's not straight it is it's it's curly but says it and um says it and if they say it we can rely on that and it will be okay so in such a case you have to fix it if you can just put this over the top afterwards it would be all right okay here's the question let me make it smaller okay so now here we have a fence chaining fences are considered so it doesn't have to be a solid um a chain-link fence it's all lovewood within three-twelfth of each other as as we all know the question is about the next piece and it seems the chain-link fence is over broken over here and so they put a surpass over it now one of the m is is at an angle i have no problem with that my russian shiva rabban kathleen said came on the head i never heard that he has to be straight never that and so god we have no problem with that and the but the question over here is a different question means that this is a place where you can go through now if you can't go through it um then there's a question whether it is considered a kosher serious appearance or not so the person is a doorway well you can go through if you can't go through it what kind of doorway is it so it's mataret it brings orion from a rush and um there's some homophobic on it but if there's any place in this chat over here that you can go through even though the most of you can go through but if there's any fort falcon that you can go through walk through then it is kosher holidays without any question so if you would let's say you have a house and you have a tourist vessel over the house that goes all the way over the house you can't go um even if the house is locked and you can't go through but houses but you can go next to the house either you know one side or the other side it only has to be on one side it is crucial without any questions we have a question surely it's a wall uh the bushes are are love it to each other aren't they the we have a rule that agadi and baikenbai is not considered a majitsa so the question is could a cat walk through here or not the um the bushes if they push that tight bushes and a cat could not walk through we don't have any good deal by us but we have cats and so if a cat could not walk through then they themselves would be america if they would be tenth high but if if a cat can walk through it's not considered kosher mojito and you have to come on to the tourist person and that's why they made the tourist person over here okay let's move to the next one here okay we have this is the latte going up over here and on top of it there is this um schmidt check um it's a guy wire another guy this uh this thing it's a support line it's not a wire it's a cable so it's the end of the cable there's something which is attached to the cable this is the cable coming in there's a layer this is the cable and then it's attached over here and then it is there's two sides to it and it's attached to the pole now the question the the question is i think there's another picture of the same thing here yes it's the same here's attached to the other side um the the you can't put this larry in the middle over here because there's no wire over here so the question is is this considered an extension of the wire it is and because it's all attached and it goes down uh either side of it so the lucky goes on either side of this bracket it is kosher now really the lefty could have been put under here under this part but it would not have been kosher if you've been under this part because this part of the bracket is not easy to see from over here but this is where it's attached this is attached to the pole and it has two arms on the two sides and this part of the bracket is hooked in over here but this doesn't go in the same direction as the wire this goes in the same direction this is the opposite way you know this goes horizontal and this goes vertical and so therefore this is not considered an attachment of the wire it is an attachment of the pole and um it's um it would not be considered kosher and if we put the lefty under this part of the pole um the the cornish algae beam is not going this is not going over the top of it it's going under it as a matter of fact so therefore we had to put it to this wire this is considered part of the wire and goes all the way to where it ever has to go to so this is no problem no problem all these things that we're talking about if it's a video but i'll can the river roam that's where i see this question okay um i um i see that the arachron would say the pistri sha moi applies to the masculine also and i think it makes a lot of sense but the the word says episkei knows the word says if you have a a wall which is um one brick comes out one goes in it's not in way how to end the world so it can be considered like a machita because it's so therefore it's no good you can't use it as a economy khan however this is is used on the top this is how you do it that's how you attach wires and so therefore i don't believe that that's considered pisgres i think there's a normal way how it's done and therefore even though it's not considered an entrance wave it's not done as an entrance wave it is done as a while on top and so i don't think that that qualifies for pisco chamois and therefore okay this is under this is under a this bracket here this is the luffy okay we have two lachey i'm over here we have this this one that goes under this wire it goes under that wire so it moves out a little bit so this one this slurry the second this letter goes up and goes under this wire this wire and and this slurry goes up and goes under this wire over here now for some reason they had to change wires i'm not sure exactly why but uh both of them are good you can have two chain even though that these two are attached there's a bracket attached to the two but as long as this um as this slurry goes partially past the bracket there's no problem it wouldn't go past the bracket we would have a difficulty consider this bracket as an extension of this wire or bottle to the wire because it goes to another wire too but since this is thicker and it ends up over here and the bracket ends right over here so um it goes past it and it's okay i think there's another picture of the same let's say no is that is it the same no it might it might be similar but over here we have a situation where this is allahi and it's the wires going over here now this wire over here is a steel cable has no electricity in it it is not used not for telephone and not for electric or for cable tv it is used to hold up this wire this wire over here which is uh this looks like a telephone wire and it is like a thin wire that attaches these two and and um we could use either this one or that one this way this one is better so the lefty comes up from the ground and goes under this bracket which is attached to this wire and it's considered it is part of this wire and it goes this way now for some reason we want to change direction at this point and so they have this going up over here now over here this it looks like this bracket is just meant for this y by itself it doesn't matter right at this point it goes past this bracket it's under this wire and therefore if we're using this y this way or using the y the other way it would be it would be 100 caution is there a problem with the branches touching the wire there's okay so that's a good question in general the branches touching the wire is not a problem but as you all know that um really a a legend doesn't have to go all the way up to the wire as long as it will be cut off over here as long as it's under the wire it is kosher now we don't like to do that and one of the reasons i don't like to do that because if there's going to be between this the top of this latte and this wire even is directly underneath it if the leaves or branches that are going to intervene between the two they may make it a puzzle i say may make a puzzle because it might not go all the way um between the maybe one little part of the top of the lefty which is under the wire which is not um it doesn't have the hatsitsa of this of this leaf or this branch but it's not very often very hard to know that so therefore we like to go all the way up to the top in order to get out these problems in fact there's a branch over here is no problem if it pulls it out of its way and therefore it's not straight if it doesn't pull out its way to a big degree basically it looks straight there is no problem we have two questions every one is from a shmuel heinemann does the black wire go through the bracket does the black wire this uh this one yes yes it looks like it goes through through the bracket what is the what is the question of that the this black wire goes like this through the back i don't know exactly what the purpose of this bracket is but it must be attached to the second head seats over the capital left well so that's how we discussed that over here this part of the lefty is past the bracket and so therefore it's okay how far does the branch have to push the wire out of the way to be puzzled it has to be now if it pushes it up it's not puzzle if it pushes because it's not worse than a keeper then if you have a a archway if you push it down or it pushes it to the side it has to be noticeable um that it's not considered it's it's it's considered a bent wire i mean it's it has to be noticeable a little bit doesn't matter so small is saying if it goes to the bracket if that wire goes to the bracket then the wire is not going over the lefty but it will be going through the lefty if it goes through the bracket then the y is not going then the wire is not going over the left but it would be going through because i guess you consider the bracket okay this bracket over here is not part of the lucky this bracket is attached to the wire this is our vacci or whoever's like it was they're put up and it's going under this bracket and partially under the wire and says going under the wire it is no problem if it only went under the bracket it only went under the bracket before we had a case where there were two attached over here two wires attached i don't think it would be it would be bottled to this if there's nothing else attached to is just on it it could be his bottle but um why should we rely on a soil like that if we can do it 100 and over here it goes under the wire also so it's not a problem okay let's go to the next one here i think the the um the question is because it goes well there's two questions right over here all right so over here there's two questions one is you have this latte and it makes a couple of bends makes it bend this way and then mix it in the other way until it goes underneath it definitely is underneath if that's not a question question can you have a bend like that so the it can have a bend it could have a bend as long as the bend is going in a general upward direction all the way because you can't have a bend that goes up and then goes horizontal and then goes like that and every part of it has to be going in upwards direction when you're more than 45 degrees from the horizontal all the way and 12 to the top now over here there's another question and over here this surpasser looks like it's coming from the side it looks a little bit incriminating let me get a little better resolution but if we look at it more carefully it may be that it's not a problem because over here um i'm not sure exactly but sometimes they they put this top part on and there's a this piece has a ridge in it that maybe on top of the bridge i'm not sure if it isn't if it's on the out around the outside is 100 puzzle possible holidays but if there's a ridge over here in it which is on it might be kosher the wire the wire is going above the ridge in the ridge is in the ridge it's in the ridge now um it looks it doesn't look good that's not kosher so i don't recommend doing something like that even though the video that it if there's a ridge there and it's in the ridge it will be okay we have a question here rebbe all these questions are dealing with irvin using existing poles wires is there any indian of making our own error from scratch meaning our own pile poles and wires or is it absolutely to use what exists okay um it's not easy in a city to make your whole era of from scratch you need permission to put in poles you need um permission to put strings across the rows and whatever else that is not there it's not easy not easy to do that if you could do that it's better for different reasons because when you're using telephone poles the telephone people they do work on their polls they they we had a case where one error of yanterf it was um yeah but i think the young fell in the sharpest sashimi that says fell in the shabbos and people were relying on the earth to take uh food into the sucker and they went and they and they took a cable that went over maybe forty la chayam they took it all down on there of trinidad terrace so we were stuck with a whole uh maybe two miles of road where they were relying on on them didn't and uh we had a um big problem how to fix it version helped us we were able to do it with the help of dr miller and other people but the um but the question so if no one has any right to use your poles it's better but as long as the area is there it doesn't matter whose poles you're using if it's existing poles and um or not now when you're using a sensing pose you don't need your shoes to go across the street because most of the time you're using wires to go across the street anyway so but you do need if you're making modifications to the polls you need permission from the whoever owns the polls um sometimes it's the telephone company sometimes the electric company and you don't need to just use their wires or to use the poles you're not doing anything to them but once you do something to them you need their wishes otherwise it's us and it's a bargain so rav is saying it's absolutely to do it like this answer okay let me let me um lower this resolution okay so over here this pole is this is a river and they were using this taylor musligate right it was all the way down the whole river a couple of miles they were using it as one of them so that's perfectly kosher kosher to use this towel in this locket even if the river would go it would overflow i'd let a hurricane or something and the river go all the way to the top and now there's no slope it doesn't matter the as long as the slope is there even it's under the water it's kosher now three will freeze over and when they fall to the top then we got a we have some problems it's not casual holidays it's much like us could be uh the evidence we would rely on it but it's not a hot girl but here the problem was that we're using this slope for a couple of miles and then we had to cr cross over to the um across to the city and um there must have been a large on on this pole and it went across now the this pole has to at an aero has to encompass the city from all four sides now over here from here till here is more than three twelkum it should be at the top of the slope even though you don't need this whole slope that it's good enough if the fontaine falcon this is much more than 10 fahrenheit but you could put it anywhere on the slope above 10 fahrenheit you could put this ball but over but but once if this is the the top of the slope and over here it is not considered a slope anymore so then it's not kosher you have to you have two choices one is you can dig down over here and make it part of the slope and it'll be on top of the slope there's also within three talking top of slope is good or what you do is you make another two of the passage over here coming off and going down over here with a pole on the slope and do it this way so then it would all be connected we can see in this next picture will be the same okay now this next picture is the same place but in this picture it actually looks closer yeah it looks better so it's this evening yes i i'm just saying if it wasn't we were looking at it this way and now we're looking at it this way but here is this is the slope the slope is coming up like this and i think over here is about the top of the slope and then it went over the only way you're going to know 100 if you go and take a look at it if you want to look at it i can tell you where it is okay so it's in harrisburg he notices one of his pictures um but it's just interesting how the pictures can be a little bit uh deceiving we have a question here can the reverie it's a little bit lengthy here i think everybody i don't think the ref has to read aloud because everybody who's joining us can read it for themselves from josh okay if this is one there that one can never get to because it's trespassing as well um i'm not exactly sure what this situation is you can you can never get to it can you see it from somewhere you should be able to see it in general there's a i believe it's a law it's i'm not sure if it's an insurance law or some kind of a law that both sides of the of the highway have to be protected in case of hasselhoff a dog would stray onto the highway he should not get killed and there were so much work about human beings i think more worried about the animals like the quran says but it doesn't have any doubts so it might go on by mistake well as it may be there's such a law i must say if there's a law there's no law but there's uh it's not very in the the place where you can see it is definitely um kept to uh some degree and the places where it's difficult to see a tree falls on the fence and it can stay that way for years if it could be knocked down until someone complains about it or something does something about it so i wouldn't rely on that for years on a on that and there's another thing also that sometimes the soil erodes under the fence um erosion from natural source of causes like uh just brain and if there's more than three trocham between the bottom of the fence and the ground the fence is not kosher so um he says that technically they can see it through great terror but there are parts that are nearly impossible unless we knock on neighbors doors and ask to go into their backyards okay so he's saying it's very difficult so how often would they have to do that really would they have to go through so um i uh i would leave that up to the local robarnum to make that decision in general if there's no storm that you can why the the tree fell on the fence um there is no have not haven't been any heavy rains that you have to worry about erosion of the soil so you can assume it's there or once you've got something that you have to worry about so then it should be checked now there is um the way we do it by us is that we have we went to the telephone company we and we uh got a uh a hat from the telephone company a hard hat and we got uh inspectors and boots and we got them a belt with tools and when they walk in the backyard no one has any questions because he's examining the poles okay there is another question here do you need to survey the ground to ensure that the angle is still there or you i guess can you just eyeball it and see it if you eyeball it's fine okay um but we're talking about after you've checked it originally oh yeah and always you want to know if it's still if it's still okay right if you want to know the beginning if it's okay or not so then you have to be much more exact about it um but very often you can you can just tell so you can just see it's about 25 degrees maybe it's um it's about 25 degrees that is um there dr mill over here devised a tool that you can measure it you take a stick which is four feet long and another stick which is 20 inches you attach them to the other to form a right angle that's not twenty it's uh it's it's 29 20 20. 84. it is four feet is four feet warm way and 20 inches the other way so you can put in your car and you put a right angle to you but you put a cross beam across to make an angle to make sure that it stays at 90 degrees you put a a level on the top of it you attach a level to the top and then that's half of um sakura sword so harbor you put it on the bottom and then you put a place where the long pole hits the ground you take the short pole and put it again and that way you can easily easily measure it it would be more exact if you take one that is eight feet by forty inches but you can't get into a car so it's not practical okay let's go to the next question this is uh this is this is uh um this the the bends over here so they put some tape and maybe a piece of wood there i can't see what it is to go straight down okay so we have over here this um now it seems that they may have been trying to use this metal pole that holds up the fence as a lachie which would be uh since it sticks out from the fact that we get a better picture over here yeah since it um protrudes from the fence so it would be okay did they need to put this this uh this is here i don't think that they had to do it because this part of it is going upwards direction so it bends a little bit it's okay but if they did that it's it's also kosher this can be as long as this goes within three twelve on the ground and we would be mahwan ten and a half inches um also for three two for this purpose then it would be kosher but over here the reason i think why they needed it is because here the fence looks like it's broken and so that's why they needed to surpass across the top now um here we get into this question again if it's not broken down all the way and you can't walk through whether it's a vessel would help in in such a case as a matter of fact it might not even be necessary if the whole thing will be broken out it might not even be necessary to have anything over here because if you have a straight line as long as the pirza is less than 10 amis which is about 17 feet and it's this over here even from two sides together is more than this path is down it would be um it will be kosher without anything but once it has once it has if there'd be fence there and you can't walk over it then you would you don't have this hat because it's a passage you can't walk through you may have to make a surpass i can rely on the cheetahs that even you can walk through joseph as good which seems to be the main cheetah but as i said before that even if any place you could walk through any of the this whole point it would be all right he says it was more than 30 feet to break more than 30 feet okay so then you need a chance to pass okay here this is a question it doesn't okay it goes over this little all right so this is not such a great picture and the reason why it's not such a great picture is because it's not clear whether this line is going over the top of this pole or not it's the um it's quite possible that it goes does go over here he says the wire does not pass above the pole itself however there is a piece of metal which is flush against the pole the wire passes over that metal okay so over here this case was it did not go over the pole this pole itself so i went over there over here now usually they have these schmetrix insulators and there's a groove on the top of which the wire lays and so the wire goes over over the of the groove um the question is is this considered an extension of the pole this is attached to it so this is for sure considered center of the pole because it's longer than it is wide but the this part on the top is this wider than it is long if it is wider than this long then it wouldn't help if there's a hole in it through this and it goes over the hole so it's going over this part this metal part and that will be kosher if there's usually no hole there's no hole we're trying to use this part as the top as the extension of this pole it cannot be extended to the pole you know what it's like it's like if you'd have a bar going across the whole thing and go over the bar it wouldn't be kosher because it's not part of the pole so this if you'll be long if this over here from italy is longer than this from hitler here and that you have to imagine it may be very close and maybe different in different uh parts of the country then if this will be longer it will be kosher if this way is longer it's not kosher okay this is a picture of the same this is a picture of the same oh so it's the same thing over here you can see better that it maybe doesn't go over over the top of the pole i i want to mention something um of general knowledge whenever the wire goes straight it goes over the top of this insulator whenever the if the wire bends over here and goes a different direction it goes around the side of the insulator so then for sure it's not over the top because of the tension that they can't put it on the top it will just pop out they put it tight around the side and then it won't uh it won't be on the top unless it goes at the top of the pole okay this is the question that the pole is pushing out the wire similar to what we had before okay so here the poles pushing out the wire from it's hard to see from this picture but in general the um it doesn't look look like it pushes very much out of the way even though you can see that it is but if in general it's going straight so then it doesn't matter if it's pushed down a little bit of the way and it's okay if as long as there's two of the personal there's a left on this side no on the other side okay this is a similar question that's touching the trees it's hard to see what it is it's hard to see but it's the general principle if it looks if it looks basically straight it's okay okay can i read the question here yes please um the conic coming out from the right side of the picture is a couple of large wires that are connected together one of the corners coming out of the right side of the picture there's a couple of large wires they split apart to go through a hollow tubing right of some sort and come out the other side as separate wires right the lucky is underneath the top wire on the left side of the tubing the question is whether or not the lefty is under the correct wire okay so this is a very common thing when we're using telephone wires that they go into some kind of a canister like this and at this point they become one wire this makes them into one wire it's not only if they're in a tube but even if they'll be tied together it's like their sunrise are at this point it looks like they're tied together see this y over here is the steel cable that holds them up and the this over here attaches the this wire to the steel cable and sometimes they have like a wire that goes around it to attach it at this point when they're all tied together they're one so it doesn't matter which wire it was over here the where the lefty was or which one it was under at this point there one and you can and over here you can put it under this wire under this one and that way it doesn't make any difference and same thing is when it comes out of this tube it makes it all into one wire so under whichever wire it comes out if there's a lucky under any one of them it's kosher and doesn't matter if it is the same off it's not as a matter of fact i have a feeling that inside this uh this canister it's not just they're there for uh to keep the the the rain out this is inside over here they're all um uh connected in different ways and i don't think that it's a straight wire that goes in one side comes
