capable of judging and administering

lashes are only administered for the
transgression of a Prohibition which
entails action if the prohibition is

into pesach and they didn't get rid of

automatically be in violation in
violation of baliira in Baal Yamato so
they didn't do an action
therefore no lashes are administered
