Russian President Vladimir Putin headed a Security Council meeting dedicated on whether to recognise the two self-declared breakaway republics of Donetsk and Lugansk in Ukraine’s Donbass region, in Moscow on Monday. The Russian leader blamed the Ukrainian government for repeatedly violating the 2015 Minsk Agreements and claimed that Kiev had no real intent to implement the accords. “In general, it is clear to everyone, that they are not going to do anything according to this Minsk Package of Measures. Nevertheless, Russia has made and is still making efforts to resolve all difficult and tragic moments by peaceful means,” Putin said.
